1999 General & Racing Rules

DISCLAIMER: The General and Racing Rules are subject to interpretation of the Track Officials. In the interest of fairness, the Rules may be adjusted to create a balance in competition.

A) GENERAL RULES:

All Competitors in NASCAR-sanctioned divisions must be current NASCAR members. "Competitors" are drivers, car owners, crew members (signed in under "comp").

In order to gain entry into the pits, you must sign the appropriate "Release and Waiver of Liability and Indemnity Agreement" (language provided herein) and you must display a valid pit pass and/or appropriate wrist band. Anyone not strictly following this procedure will be considered a trespasser.

The driver or designated crew chief shall be the sole spokesperson for their racing team on any and all matters regarding events.

Drivers will be responsible at ALL times for the appearance and conduct of their pit crews, (PIT CREW: Anyone entering the pit area signed in under a driver; e.g., car-owner, crew chief, friends, etc.).

Competitors should wear CLEAN whites, team uniforms, or approved drivers suits. NO bare chests, shorts, halter tops or non-contrasting dark apparel. All apparel should be highly visible at night.

A race car can be registered in only one division per race meet.

Pit meeting is MANDATORY for ALL drivers. Any unexcused absence will result in penalty (back of feature event, fine, or both).

NO racing or speeding in pits. Excessive speed will result in track fine and/or another penalty. NO riders allowed in or on race cars or trailers at any time.

NO ONE SHALL VIEW EVENTS FROM THE TOP OF HAULERS OR TRAILERS. Anything that obstructs the view from the grandstands will not be allowed.

The program (number of laps, etc.) may be altered due to inclement weather, time constraints, curfew, etc.

Unless otherwise specified by a Track Official, no competitor is allowed on the race track at any time.

The beer concession is licensed as a tavern and must be treated as such. Alcoholic beverages NOT purchased at the track beer concession CANNOT be brought into the area.

The use of alcohol or other intoxicants during a race meet by a signed-in participant is prohibited.

The use of profane or foul language will not be tolerated.

Haulers may be parked outside of 1/2-mile pit (infield). Race car, trailer and equipment will not occupy more than one parking space wide. Open trailers behind standard pick-ups shall be parked on the north side of the Late Model pit road, with enclosed trailers not more than 9’ high on the south side. No "cube" vans, etc., allowed in the infield area.

No personal vehicles (autos, motorcycles, quads, bicycles, or atv’s, etc.) are allowed in pits. No glass containers in the pits.

After the racing event, leave haulers & trailers in the pits until you leave the Speedway property. DO NOT park vehicles on the pit access road, fire lane, or behind the grandstands. There will be a PENALTY (fine and/or suspension) for non-compliance.

Everyone is responsible for their own trash, including removing wheels & tires. Drivers are responsible for the clean-up of their pit area at all times.

All used oil, or other automotive fluids, MUST be placed in the proper containers. This will be strictly enforced! Severe penalty for non compliance!

Refusal to submit to any technical inspection required by a Track Official will result in a minimum penalty of a $500.00 fine and indefinite suspension!

If a Driver, his Crew Chief or his spotter is notified by an Official, either by verbal or written notice, to meet with the Chief Steward, Director of Competition and/or Race Director, THE MEETING WILL BE MANDATORY. Failure to report to the meeting as directed may result in a Fine and/or Suspension.

Purse payoff will be made by check on the next scheduled event for your division.

B) RACING RULES:

Pit Gate opens at 2:30 PM. Approximate practice times: 3:45-5:00 PM. Qualifying at 5:05 PM.

Curfew for all racing events is 11:00 pm.

All cars must qualify in class. Two laps for Late Models and Limited Sportsman (if time allows), one lap each for 1/4-mile & Figure Eight divisions.

A car can be timed in only once, in one division and by only one driver. ("Driver" defined as anyone LICENSED BY NASCAR AS A DRIVER OF THAT DIVISION, NOT A PIT CREW MEMBER).

If a driver change is made after qualifying, the new driver must start at the back of the event in which the car was qualified.

Anyone not maintaining adequate control of a race car, as determined by Track Officials, is subject to a black flag penalty.

In order to be considered a "Rookie of the Year" candidate in any division, a driver must do the following:

a) Start his/her first three consecutive race meets at the rear of the division’s feature event

(B, C, D mains are considered to be "at the rear").

b) Compete in five or less race meets in the division during any previous season.

c) Register as a "Rookie of the Year" candidate with the Chief Steward.

It is the Chief Steward’s decision on who is classified a "rookie" in any division, and subject to starting a certain number of race meets from the rear of that division’s events.

The time limit for a scoring protest is 15 minutes from the time that results are posted outside of the Speedway office.

Drivers are responsible to be on the starting grid for events in a timely fashion. If you are late, you may be required to start at the rear of the field.

You cannot compete in any event if you do not take the initial green flag. Exception: All cars which are in the official starting line-up must be on the starting grid ready to participate when the pace laps start. Any car in the starting line-up and on the starting grid will be permitted to enter the race at any time after the pace laps start.

You may not race until you reach the start/finish line on the initial start of the event.

If the front row is not properly lined-up at the start of any event both cars may be sent to the back of the field.

One complete restart may be allowed if less than one lap is completed by the leader, under green, on the initial start.

In order to keep your starting position in your main event, you must make a legitimate attempt to run in your heat race.

NO RACING TO THE YELLOW FLAG! If you see a yellow flag or light-LIFT! Reline positions will be done in turn 4 by a Track Official. Cars will be relined according to their positions at the last completed green-flag lap prior to the caution flag being displayed.

As soon as the green flag is displayed, you may resume racing. If you "jump" the start, you may receive a "stop & go" penalty at re-entry.

If the yellow flag is displayed during the white flag lap, cars will be scored in the order they cross the start/finish line at the checkered flag.

Following the checkered flag, the top five cars are subject to report immediately to the tech inspection area (except Bombers). Top five Street Stocks go to "claim jail".

BOMBER MAIN PROCEDURES: The car that puts on the "Best Show" in a Bomber Main Event, according to Track Officials, may be deemed the winner of that event. However, in the event that another competitor spins out the car that has been given the white flag, and crosses the start/finish line before him, that competitor then may become the winner.

Race Halt/Restart After One (1) Lap Completion - When a race is stopped after the completion of one (1) lap, cars will line up in the order in which they were running at the completion of the last full lap before being stopped. Those cars involved in an accident, if any, shall start to the rear of those not involved, regardless of the number of laps they have covered. This rule shall apply at all times even if enough laps have been covered for the race to be called a complete race. If there is no restart, the cars will be scored and the drivers will be paid on the positions they would have held in a restart.

Competitors will NOT be allowed to register tires after they attempt to qualify.

C) FLAGS:

GREEN: Start of race.

YELLOW: Caution - slow down immediately & hold your position on the race track.

RED: Stop your car as soon as it is reasonable to do so. (Competitors are not allowed to work on cars while the red flag is being displayed).

BLACK: Advisory - Leave track as soon as safely possible & report to re-entry. Failure to heed black flag may result in a termination of scoring, signified by a black flag with a white "X". (If you receive a black flag for a perceived mechanical problem, it must be fixed before you return).

BLUE WITH YELLOW STRIPE: Advisory - Faster cars are approaching, hold your position and allow them to pass.

WHITE: Signifies the beginning of the last lap of race.

CHECKERED: End of Race.

D) POINTS SYSTEM:

The points system for LATE MODEL, LIMITED SPORTSMAN, STREET STOCKS & FIGURE 8’s is as follows:

Note: Consolation Main (B, C, D, etc.) finishers each receive TWO points.

INVERT: The "A-Main" invert for the starting grid will be determined by a random draw, "wheel of invert", or similar method. The invert will be no greater than ten (10) cars deep.

The last "A-Main" Event Winner and the Points Leader* will start directly behind the first Inverted car in the "A-Main" field.

The balance of the "A-Main" field will be comprised of remaining regular qualifiers, then qualifying Rookies, then transfers from the "B-Main" event.

BOMBERS is as follows:

4 points to win the Trophy Dash, 3 points for 2nd place, 2 points for 3rd place, 1 point for 4th place.

5 Points to enter each Main Event. Car must take initial green flag., 10 Points to finish one Main Event. Car must take checkered flag. 11 points to finish the second Main Event. 15 Bonus Points to win a Main Event. Purse money equals $1.00 per point.

NOTE: A Bomber driver can only win ONE main event per night. If a Bomber driver’s car is legitimately disabled during the first Main Event of the race meet, the driver may borrow another driver’s car to compete in the second Main event, subject to approval by Track Officials.

RELEASE AND WAIVER OF LIABILITY AND INDEMNITY AGREEMENT

YOU MUST READ, UNDERSTAND AND ACCEPT THE "RELEASE AND WAIVER OF LIABILITY AND INDEMNITY AGREEMENT" PROVIDED BY THE PIT GATE REGISTRAR, AND SO INDICATE YOUR UNDERSTANDING AND ACCEPTANCE BY SIGNING THE PROVIDED AGREEMENT PRIOR TO ENTERING THE PREMISES FOR COMPETITION. THE LANGUAGE OF SAID AGREEMENT IS PROVIDED BELOW FOR YOUR REVIEW:

IN CONSIDERATION of being permitted to enter for any purpose any RESTRICTED AREA (herein defined as including but not limited to the racing surface, pit areas, infield, burn out area, approach area, shut down area, and all walkways, concessions and other areas appurtenant to any area where any activity related to the event shall take place), or being permitted to compete, officiate, observe, work for, or for any purpose participate in any way in the event, EACH OF THE UNDERSIGNED, for himself, his personal representatives, heirs, and next of kin, acknowledges, agrees and represents that he has, or will immediately upon entering any of such restricted areas, and will continuously thereafter, inspect such restricted areas and all portions thereof which he enters and with which he comes in contact, and he does further warrant that his entry upon such restricted area or areas and his participation, if any, in the event constitutes an acknowledgment that he has inspected such restricted area and that he finds and accepts the same as being safe and reasonably suited for the purposes of his use, and he further agrees and warrants that if, at any time, he is in or about restricted areas and he feels anything to be unsafe, he will immediately advise the officials of such and will leave the restricted areas:

1. HEREBY RELEASES, WAIVES, DISCHARGES AND COVENANTS NOT TO SUE the promoter, participants, racing association, sanctioning organization or any subdivision thereof, track operator, track owner, officials, car owners, drivers, pit crews, any persons in any restricted area, promoters, sponsors, advertisers, owners and lessees of premises used to conduct the event and each of them, their officers and employed, all for the purposes herein referred to as "releasees", from all liability to the undersigned, his personal representatives, assigns, heirs, and next of kin for any and all loss or damage, and any claim or demands therefor on account of injury to the person or property or resulting in death of the undersigned, whether caused by the negligence of the releasees or otherwise while the undersigned is in or upon the restricted area, and/or competing, officiating in, observing, working for, or for any purpose participating in the event(s);

2. HEREBY AGREES TO INDEMNIFY AND SAVE AND HOLD HARMLESS the releasees and each of them from any loss, liability, damage, or cost they may incur due to the presence of the undersigned in or upon the restricted area or in any way competing, officiating, observing, or working for, or for any purpose participating in the event(s) and whether caused by the negligence of the releasees or otherwise.

3. HEREBY ASSUMES FULL RESPONSIBILITY FOR AND RISK OF BODILY INJURY, DEATH OR PROPERTY DAMAGE due to the negligence of releasees or otherwise while in or upon the restricted area and/or while competing, officiating, observing, or working for or for any purpose participating in the event.

EACH OF THE UNDERSIGNED expressly acknowledges and agrees that the activities of the event are very dangerous and involve the risk of serious injury and/or death and/or property damage. EACH OF THE UNDERSIGNED further expressly agrees that the forgoing release, waiver, and indemnity agreement is intended to be as broad and inclusive as is permitted by the law of the Province or State in which the event is conducted and that if any portion thereof is held invalid, it is agreed that the balance shall, notwithstanding, continue in full legal force and effect.

THE UNDERSIGNED HAS READ AND VOLUNTARILY SIGNS THE RELEASE AND WAIVER OF LIABILITY AND INDEMNITY AGREEMENT, and further agrees that no oral representations, statements or inducements apart from the foregoing written agreement have been made.
