2000 LATE MODEL STOCK CAR RULES

 

THIS DIVISION RACES ON THE HALF-MILE OVAL

DISCLAIMER:

The rules and/or regulations set forth herein are designed to provide for the orderly conduct of racing events and to establish minimum acceptable requirements for such events. These rules shall govern the condition of all events, and by participating in these events, all participants are deemed to have complied with these rules.

OR COMPLIANCE WITH THESE RULES AND/OR REGULATIONS OR FROM SUCH ALTERATION OF SPECIFICATIONS

The race director shall be empowered to permit minor deviations from any of the specifications herein or impose any further restrictions that, in his opinion, do not alter the minimum acceptable requirements.

Any interpretation of, or deviation from, these rules is left to the discretion of the track officials. Their decisions will be final.

DRIVERS:

Drivers must be NASCAR members 16 years or older, and registered as a Portland Speedway Feature Division Driver. Drivers and crew members 16 thru 18 must present a notarized release, for the current calendar year, to the track before they are allowed into the Pit Area Drivers must read and sign Portland Speedway Pit & Track Rules.

NUMBERS:

Portland Speedway numbers will be assigned with paid license application. Contact the Portland Speedway Office for your racing number.

A minimum 8" high white number is required on the upper right side of the windshield.

A minimum 24" high, 3" stroke numbers is required on both doors (and only the door area).

A minimum 30" high, 3" stroke number is required on the top of the car – facing the outside (or right side of the car).

No Metallic or reflective numbers allowed.

All numbers must be legible with paint schemes approved by Track Officials.

ELIGIBLE MODELS:

Cars accepted for competition are open to 1995 through current models of American-made passenger car production sedans. The following cars are the eligible models approved for competition: Chevrolet Monte Carlo and Camaro; Dodge Avenger; Chrysler LeBaron, Ford Thunderbird and Taurus (body must be centered); Oldsmobile Cutlass; Pontiac Firebird, and Grand Prix. All other models must be submitted to Track Officials for approval.

B. BODY PREPARATION (Exterior):

TEMPLATES WILL BE USED FOR ALL ELIGIBLE MODELS. Final appearance specifications will be at the discretion of the Chief Tech Inspector for all makes and models.

Roof Height: Will be measured 10" back from the windshield. Roof height will be 47' on all cars.

Although steel bodies are not required, inspection criterion is exact compliance to stock configuration.

All body components will STRICTLY follow stock contours.

Material of body components is optional, including aluminum, fiberglass. No carbon-fiber or kevlar-type materials allowed.

Body components must be securely mounted to chassis. Hoods must have a minimum of three hood pins at leading edge of hood. Hood must close in original position and maintain original configuration. No holes, "bubbles" or scoops will be permitted.

Complete bodies are mandatory, including stock-appearing bumper covers, hoods, etc., unless prior approval is secured from Track Officials. Body may not be appreciable altered in relative mounting relationship to chassis (axle center-lines) from stock configuration.

Rear spoiler must be mounted no further rearward than the trailing edge of stock dimension trunk or hatch with latter in normal, closed position. A non-adjustable spoiler not exceeding six (6) inches in height, and utilizing no more than seven (7) inches of material, thirty-nine (39) inches from the ground and not more than sixty (60) inches in width may be attached to the rear deck lid at a minimum angle, in reference to the ground of forty-five (45) degrees and is not to extend past top edge of rear fender. Spoilers must be solid, non-adjustable, and control the flow of air over one surface only. No rudders, braces, wires or forward mounting brackets are allowed. Spoiler must be sufficiently rigid to prevent deflection at racing speeds. TOP 3" OF REAR SPOILER, FULL LENGTH, MUST BE 3/16" CLEAR LEXAN or commercial equivalent.

All fenders and quarter panels are subject to prior approval. Only integral, molded-with-part, compound-curved fender flare are acceptable. Fender flare must remain as close to tire radius as possible, completely covering tread portion of tires.

Absolutely no additional holes, vents, etc., may be added to body components outside of stock configuration.

A detailed, professional quality paint job is mandatory on all cars. Car base color and number color must be of high contrast for maximum number legibility. All body components outwardly visible must be painted. No "Patch" Panels or Black Plastic Visible.

Bottom of car may not be belly-panned or flush paneled. No under-car air management devices allowed.

BODIES AND SIDE SKIRTS MAY NOT EXTEND BELOW THE FRAME RAILS, OR OUTSIDE OF TIRE SIDEWALL, AND MUST MAINTAIN A MINIMUM OF 4" FROM THE GROUND. SIDE SKIRTS MUST BE AT NINETY DEGREES (90o) TO THE GROUND.

Front valance may be no wider than outside tread with of tires.

C. BODY PREPARATION (Interior):

All race cars must have full firewall of steel, welded and not pop riveted. Engine firewall must remain standard. Firewalls must follow contour of floor. No holes of any kind in either front or rear firewall.

Interior area of car must be completely enclosed with respect to engine compartment, track surface, tires and rear (fuel cell) compartment. The area immediately beneath driver (floor) and vertical panels surrounding the seat area (front and rear firewalls and transmission tunnel) MUST BE CONSTRUCTED OF MINIMUM 22-GAUGE STEEL and be of welded construction. Other interior panels may be constructed of aluminum, minimum of .040" thickness.



D. BALLAST WEIGHT:

MINIMUM RACE READY WEIGHT: 2,950 lbs. - 56% maximum weight on left side. (new straight rail cars and existing straight rail cars without right side frame and roll cage modifications - 54% max. left side).

All weight with driver in normal driving position.

Ballast weight must be securely attached to main frame rail or major cross-member structure. It is strongly recommended that major ballast weights be contained inside main frame rails.

All weight must be in block form of no less than 5-lb. blocks and must be painted white with car number in contrasting color painted on them.

No "outrigger-type" ballast weight brackets

E. WINDSHIELD/GLASS:

A full, stock-dimension windshield is mandatory and must be constructed of 1/8" thickness Lexan or commercial equivalent for all events. Three windshield braces spaced at least 5" apart and roughly centered on windshield, constructed of minimum 1.0" wide by 1/8’' thick material are mandatory. Windshield must be securely pop-riveted or bolted into place.

Side window areas of all cars must be completely open and free of obstructions (except approved mandatory window net on driver's side).

F. SEAT/SEAT BELTS:

Only custom manufactured aluminum seats, approved by Track Officials, are permitted.

An adequate approved headrest is required.

Quality hardware is mandatory for attaching seat to seat sub-structure.

All seat components must be attached to roll cage.

Driver's seat must be located in such a manner that the inside (left side) exterior surface of the seat is a minimum of 8" from the nearest door bar.

Three-inch racing seat belts, a shoulder harness and approved anti-submarine belt with the metal to metal fasteners and quick release feature are mandatory. Mounting shall be to structural members (not to floor panel) via quality hardware.

G. WINDOW NET:

A nylon ribbon-style window screen is mandatory. The ribs must be a minimum 3/4" material. Minimum window screen size will be 22" by 16". Must release from top with seat belt type latches. Must be attached to the roll cage top and bottom.

H. FIRE EXTINGUISHER:

Race cars must have a fire extinguisher securely mounted within reach of driver. This extinguisher must be mounted on a metal mounting bracket (no extinguisher may be taped to roll bars). It is strongly recommended that each car have built-in fire extinguisher equipment, but it cannot be of the dry powder type.

All entrants should have in their pits, at all times, a fully charged 15-pound capacity dry powder fire extinguisher or its equivalent, showing a current inspection certificate.

I. HELMETS:

Racing helmets are mandatory. It is recommended that helmets meet the specifications set forth in the Federal Motor Vehicle Safety Standard Regulations or meet the specifications set forth by the American National Standards Institute, Inc.

It is strongly recommended that all drivers record blood type and Rh factor plus any major medical allergies to adhesive tape label inside helmet. It is recommended for drivers to remove dentures while competing.

 

J. GROUND CLEARANCE:

Minimum ground clearance of all components is 4", with driver in normal driving position. Variance for minimum clearance of exhaust system components may be allowed.

K. ENGINE:

Maximum 358 C.I.D. for GM and Ford engines. Maximum 365 C.I.D. for Chrysler engines. Must be GM to GM, Ford to Ford, etc.

ANY CYLINDER SHALL NOT EXCEED A MAXIMUM COMPRESSION OF 9.5:1.

Stock cast iron blocks, intake manifolds* and cylinder heads only. B & A Ford Performance, Inc. cast iron dual plane "Street Boss 351W" Ford intake manifold is approved for use, subject to all applicable engine rules.

No porting or polishing or deburring of cylinder heads and/or intake manifold.

Three angle valve jobs are permitted.

When cutting the valve seat angles, no stone or grinding marks are permitted above the bottom of the valve guide.

Surfaces where the cutter or stone has touched must not be polished.

Valve pocket line must be untouched and intact.

No hand grinding or polishing is permitted on any part of the head.

ALL MACHINE WORK MUST BE DONE OFF THE CENTER LINE OF THE VALVE GUIDE.

CYLINDER HEADS MUST MATCH EXAMPLES PROVIDED BY SPEEDWAY.

No roller or mushroom cams.

ONLY SOLID STEEL CONNECTING RODS PERMITTED.

Oil pan must have inspection port to allow for checking rods, 1" min. diameter.

Only steel crankshafts permitted.

No magneto or crank fire ignitions allowed.

If dry sump system utilized, dry sump pump may have no more than four (4) stages.

Engine Location:

Engines must be mounted so that the center line of the furthest forward spark plug hole is in line with the center line of the ball joint. Fords with canted valve cylinder heads and Mopar engines may have a total of 3" setback. Setbacks are subject to a weight differential analysis with other makes.

Clearance from center line of crank shaft to ground must be a minimum of 10".

The engine, driveshaft and rear housing must be located so that the center line of the drive train is within one (1) inch of the center line of the treadwidth of the car. The engine angle must be within standard stock position. No tilting or angling.

L. INTAKE MANIFOLDS:

Listed below are eligible aluminum intake manifolds for Late Model Stock Car competition. In addition to the cast iron intakes now in use, the following Edelbrock performer series intake manifolds will be approved for use in the 2000 racing season at Portland Speedway.

Chevrolet #7101 (RPM Performer).

Chrysler #4529295

Ford - Cleveland, 4 BL heads, #2665.

Ford - Windsor, #2181.

Ford - Performer, #M-9424-C358

These manifolds must remain as manufactured. No port matching or flow work permitted. Aluminum manifolds must not be painted or coated. All part numbers are current design Eldelbrock performer series intakes. Older design manifolds with the same part numbers are not permitted. NOTE: On the Chrysler manifold #4529295, casting number 8015, it is permissible to weld a maximum of 1/2 inch from the bolt on flange surface up into the intake port to match the W-2 port design. Port may be welded only. No grinding or polishing permitted.

M. EXHAUST MANIFOLDS/EXHUAST SYSTEM:

All race cars shall be equipped with exhaust systems, including mufflers, in good working order. No car may exceed 99 Dba at 50 feet, or current Track standard. This Rule Will Be Strictly Enforced. Violators Will Not Be Allowed To Compete.

Exhaust may not exit under or near fuel cell.

N. CARBURATOR:

The only approved carburetor will be the Holley 4150 four (4) barrel carburetor model number 6895 and 4150HP, list number 80507, with a venturi size of 1-1/16 inches and maintaining a throttle bore maximum size of 1-7/16 inches.

Carburetor Rework Guidelines:

BODY OF CARBS: No polishing, grinding, or drilling holes permitted.

CHOKE HORN: Choke horn may be removed with square cut, no taper or bevel, but may not be cut into the body of the carburetor. The air cleaner gasket ring must remain standard.

BOOSTERS: Boosters may not be changed but may be aligned. Size or shape must not be altered. Height must remain standard. The passageways from the metering blocks into the back side of the boosters may be enlarged to a suggested size of 0.156 inch.

VENTURI: Venturi area must not be altered in any manner. Casting ring must not be removed

BASE PLATE: Base plate must not be altered in shape or size.

Alterations to allow additional air to be picked up below the opening of the venturi, such as altered gaskets, base plates, and drilling holes into the carburetor, will not be permitted.

BUTTERFLIES: Stock butterflies must not be thinned or tapered. Idle holes may be drilled in butterflies. Screw ends may be cut even with shafts, but screw heads must remain standard.

THROTTLE SHAFTS: Shafts must remain standard and must not be thinned or cut in any manner.

POWER VALVES, METERING BLOCKS, and FLOATS: May be altered.

THROTTLE LINKAGE: May be changed.

CARBURETOR SPACER and GASKETS: Only a one (1) piece, unpainted, aluminum carburetor spacer, maximum one (1) inch in thickness, acceptable to Track Officials, may be installed between intake manifold and carburetor. Any open or four (4) hole spacer may be used, but the spacer opening must be perpendicular to the base of the carburetor with no taper or bevel. Outside configuration of the spacer must conform to the base of the carburetor. Only two (2) paper gaskets (one (1) per side) maximum thickness .065 inch, will be permitted. Gaskets can only be altered to match carburetor base openings.

Carburetor jets must be the same type as supplied by the carburetor manufacturer.

O. AIR CLEANER/AIR CLEANER HOUSING:

Only a round dry type air filter element maintaining a minimum of 12" and a maximum 17" inches in diameter will be permitted. The air filter element must maintain a minimum of 1 1/2' and a maximum of four (4) inches in height. All air shall be filtered through element. The air filter elements may not be sprayed or soaked with any type of chemical or liquids.

P. IGNITION:

All ignition systems must be acceptable to Portland Speedway Officials.

Only one (1) ignition amplifier box, and one (1) RPM limiter, analog only and which DO NOT contain program mode, computerized or memory circuits, will be permitted. RPM limiter may NOT be a separate component.

Q. ALTERNATOR:

Alternator must be a separate component and mount on front of engine.

R. BATTERY:

Battery may not be mounted in driver's compartment.

Battery must securely bolted to a mounting structure.

A firewall or leak-proof, marine-type container must separate battery from fuel cell area.

S. RADIATOR:

Water only as a coolant; no antifreeze.

T. CLUTCH/TRANSMISSION:

Transmissions of in and out type are not allowed. Transmission is mandatory, either a manual three speed or four speed (and reverse) or an automatic with a working reverse gear. All transmissions are subject to Tech approval. No five-speed (or greater) transmissions. No quick change transmissions. No Jerico-type transmissions will be allowed.

All cars must run a scattershield around clutch or converter.

DRIVE SHAFT:

The drive shaft must have two 360-degree loops located within 12" of both ends of the drive shaft. Drive shaft must be painted white. Recommend 1/4"x l" mild steel flat bar for loops. Must be of sufficient strength to contain drive shaft.

V. REAR ENDS:

The rear axle must meet the following requirements:

No cambered rear axle housings permitted;

Only metal drive plates are permitted and drive plates must be one piece with a single internal spline.

Grease fittings are not permitted on drive plates or axle caps.

W. FRAMES:

Stock OEM front clip, front clip must have at least 20" of stock frame horn ahead of spindle center line. Front lower control arms must be stock without modifications.

Fabricated front clip for 2000 -An optional 2"x3"x.083 rectangular steel sub frame may be used on any model car, but must be constructed by the Late Model Stock Car guidelines provided by the NASCAR Winston Racing Series Rule Book. Only cars with fabricated front clip may use fabricated lower control arms.

Main frame rail structure of chassis, defined as the primary structure to which roll cage members, major suspension components, engine, etc. mount to, must be constructed of steel having a minimum perimeter dimension of 10" (2" x 3", 2-1/2", etc.). Main frame rail members shall be a minimum of .120" wall thickness in that portion of frame contained within the wheelbase. Sections extending from wheelbase constraints (front and rear "clips") must also be 10" perimeter members but may have a minimum wall thickness of .080". If main frame rail members are 12" perimeter dimensions or greater (such as 3x3"), minimum wall thickness may be .090".

Main frame rails or "clip" sections may not be pierced, drilled or otherwise altered for purpose of reducing weight. Absolutely no holes will be tolerated in main frame rail and clip structure except to facilitate component attachment and/or brackets.

Main frame rail members shall be configured so that side rails are located within the normal tread width area of the car. Frame rails may not extend outside a longitudinal line projected between outside vertical surface of wheels. Right-side main frame rail may be of perimeter or "straight-rail" design. However, if left (driver's side) rail is straight, an approved structure must enclose the driver's area and be integral with roll cage and side-protection roll cage members, constructed of minimum 1 3/4" O.D., .090" wall thickness tubing.

Weight jack bolts permitted, but must be steel, and CANNOT be adjustable by driver from inside the car.

Major steering components including steering arms, tie rod ends, idlers, spindles, centerlink, etc., must be O.E.M. or fabricated steel.

X. SUSPENSION/SHOCK ABSORBERS:

.Independent front suspension of steel construction is mandatory, with articulated upper and lower control arms.

All suspension mounting points must be stock unless specified. Minimum 5" coil spring diameter. Upper A-arms may be tubular steel and mounts may be relocated. Type of hubs optional. Type of sway bar optional. Solid three-piece sway bars are allowed, but must be made entirely of steel, including all brackets and arms.

No coil-over suspension permitted. Defined as "nothing allowed inside of coil spring".

All suspensions are subject to review and approval by Track Officials.

Type of shock absorber is optional, one per wheel. NO COIL-OVER SHOCKS. NO RESERVOIR SHOCKABSORBERS. NO EXTERNAL ADJUSTMENT SHOCK ABSORBERS.

Y. BRAKES:

Hydraulic brakes are mandatory. Brakes must be solid mount (no free-float) in good working order on all four wheels. No "ABS" or ABS-type brakes allowed

Z. ROLL CAGE:

Complete roll cages are mandatory, and must be approved by the Track Officials.

Bars shall be made of material not less than 1-3/4" O.D. steel with at least .090 wall thickness. No aluminum, galvanized, or other soft metals will be allowed. Only approved roll cages will be permitted.

A minimum of 4 door bars on each side of car is required. Left side door bars must curve out to within 1" of door skin. Door bars must be tied to frame at center. An upright brace between each door bar shall be welded into place. Right side bars may run straight between hoops instead of curving out to body line. Bars must be of same material as roll cage and similarly gusted. 10-gauge steel plate completely covering lower half of left side door bars, solidly welded into place, is required.

Wing window bars required and must be constructed of minimum 1-3/4" O.D., .090 steel tubing.

Roll cage members must closely follow opening contour of windows on both sides and windshield.

All bars which can be reached by driver, as well as steering hub, should be padded with resilient material.

 

 

AA. FUEL PUMP:

Electric fuel pumps are not permitted.

Fuel pump must be in stock location on engine.

BB. FUEL/FUEL CELL:

FUEL SYSTEM IS PERMITTED IN THE GARAGE, PIT, OR RACING AREAS. (H) A commercially manufactured fuel cell of maximum 22 US. gallon capacity, specifically designed for motorsports application is mandatory. The fuel cell must include a bladder, internal foam filler and be installed in a minimum 22-gauge steel container. Plastic fuel cells will not be permitted. Filler line, vent line and fuel outlet line must have ballcheck valve. Fuel cell must be located between main frame rails in rear compartment of the car as far forward toward the third member as practical.

Fuel line to engine compartment cannot be routed through driver's compartment and must be armored hose or routed through a conduit to at least behind the firewall.

Pressurized fueling systems are not permitted. Fuel must be added to the car during racing event via maximum 11-gallon capacity, approved-type "dump can".

Gasoline only as a fuel. No additives. No nitrous oxide. No alcohol. No exotic fuels. Fuel specifications are as follows:

Track reserves the right to require all cars to use the same brand of gasoline. NO ICING OR COOLING OF FUEL.

CC. WHEELS:

Only factory-built steel wheels made for oval track racing are permitted. All wheels on car must have the same offset, plus or minus a total of one (1) inch.

Maximum rim width will be 10 inches.

NO OUTSIDE, CLAMP-ON WHEEL WEIGHTS ALLOWED.

DD. TIRES:

Only Portland Speedway approved tires permitted. Except for designated events, no more than one new tire per car per race meet will be allowed. Tire must be used in Main Event same day as purchased.

The above tire rule shall be administered as follows:

All tires shall be purchased through the designated dealer.

All drivers shall be allowed to purchase ten (10) tires for the beginning of the 1999 racing season.

Tires shall be registered to drivers by means of a numbering system. It shall be the responsibility of each competitor to ensure that their tires have been properly registered with the dealer and the designated track official.

All unregistered or improperly registered tire shall be considered illegal and impounded.

All approved tire may be sold AFTER it has been properly registered as a used tire with the dealer and the designated track official.

All additional tires purchased specifically for test and tune purposes shall be properly registered with the dealer and the designated track official.

In the event a driver changes cars, the registered tires stay with the driver.

Tires that have been altered by unauthorized treatment (e.g., shaving, siping, chemical soaking, etc.) will not be permitted. Severe penalty for non-compliance.

EE. CLOTHING:

It is strongly recommended that, at all times, drivers wear driving suits, gloves and shoes of fire resistant material that effectively cover the body. (Strongly recommend fire retardant suit and undergarments).

FF. GENERAL RULES:

Wheelbase: 105" minimum, 115" maximum. Tread width: 67" maximum.

MASTER ELECTRICAL ON/OFF SWITCH MANDATORY, WITH EASY ACCESS FROM OUTSIDE OF CAR IS MANDATORY. A MARINE-TYPE SWITCH, MOUNTED IN THE CENTER OF THE DASH, IS RECOMMENDED.

All cars are subject to inspection and it is the responsibility of the driver of the car to see that his car has been thoroughly inspected before he is allowed to participate or take part in any warm-up, practice or competitive laps.

No equipment will be considered as having been approved by reason of having passed through inspection unobserved. Any equipment which does not conform to the specifications or tolerances contained in the rules, or any interpretation thereof by Track Officials, will not be eligible for approval during 2000.

Track Officials reserve the right to assign or restrict the display of decals, I.D. and advertising on all race cars.

Protests and other official rulings will be handled through the current NASCAR Rule Book and Portland Speedway Track and Pit Rules.

Rear view mirror must not extend outside of car. Mirrors subject to tech approval.

All cars must have four (4) tow loops, one on each corner of car.

Communication between driver and Track Officials during a racing event is the responsibility of the driver. Strongly recommend use of an adequate two-way radio system between driver and crew chief or spotter in the designated spotters’ area. Radios must be of two-way voice communication type only, independent of the car’s electrical system.

No traction control devices of any kind allowed.

All gauges must be analog-type, NO DIGITAL!

No adjustable timing controls permitted.

No onboard computers, record-keeping devices or wiring permitted.

We expect all participants to take pride in being part of our presentation, entertainment and racing. Racing entertainment is what we sell to the public and we will not tolerate anything that detracts from a professional presentation. Cars, in the opinion of the management, that detract from the show by their appearance will be denied entry and/or the ability to race until they are made acceptable to the Track Officials.

NOTICE: The Rules Are Subject To Interpretation of the Track Officials. Any Equipment That Officials Consider Exotic or Not In the Intent of the Rules Will Be Considered Ineligible for Competition. In the Interest of Fairness, the Rules May Be Adjusted to Create a Balance In Competition.

THE TRACK RESERVES THE RIGHT TO INSPECT CARS AT ANY TIME

AND TO IMPOUND ANY & ALL ILLEGAL EQUIPMENT.

ALL DECISIONS BY TRACK OFFICIALS ARE FINAL!
