2001 Sportsman Rules

 

THIS DIVISION RACES ON THE THIRD-MILE CLAY OVAL

 

DISCLAIMER:

The rules and/or regulations set forth herein are designed to provide for the orderly conduct of racing events and to establish minimum acceptable requirements for such events. These rules shall govern the condition of all events, and by participating in these events, all participants are deemed to have complied with these rules.

 

NO EXPRESS OR IMPLIED WARRANTY SHALL RESULT FROM PUBLICATION OF, OR COMPLIANCE WITH, THESE RULES AND/OR REGULATIONS

 

The Portland Speedway Race Director shall be empowered to permit minor deviations from any of the Specifications herein or impose any further restrictions that, In the judgment of the Race Director, do not alter the minimum acceptable requirements.

 

Interpretation and Application - If there is a disagreement or dispute regarding the meaning or application of the Portland Speedway Sportsman Division rules, the interpretation and application by the Portland Speedway Officials shall prevail.

 

Finality of interpretation and application - The interpretation and application of the Portland Speedway Sportsman Division rules by the Portland Speedway Officials, shall be final and non-appealable.

 

DRIVERS:

Drivers must be NASCAR members 16 years or older, and registered as a Portland Speedway Driver. Drivers and crew members 16 thru 18 must present a notarized Minor Release, for the current calendar year, to Portland Speedway before they will be allowed into the Pit Area. Drivers must read and sign Portland Speedway “General & Racing Rules”.

 

NUMBERS:   

Portland Speedway numbers will be assigned with paid license application.   Contact the Portland Speedway Office for your racing number.

1.        A minimum 8” high white number is required on the upper right side of the windshield.

2.        A minimum 24” high, 3” stroke numbers is required on both doors (and only the door area).

3.        A minimum 30” high, 3” stroke number is required on the top of the car – facing the outside (or right side of the car).

4.        Driver’s actual first and last name must be lettered in 3” minimum letters on both sides of the roof and must be current.

5.        No Metallic or reflective numbers allowed.

6.        All numbers must be legible with paint schemes approved by Track Officials.

 

A.     ELIGIBLE MODELS:

Sportsman racing is open to any American-made cars or full-size pickups, 1955 model year and newer.  Convertibles, Station wagons, four (4) wheel drive, rear-engine or sport models will not be permitted.   Cars/Trucks must remain neat in appearance.   This rule will be strictly enforced.

 

B.   BODY PREPARATION (Exterior):  All bodies will remain stock from front to back.  Steel bodies, fiberglass, or aluminum optional, but must exactly follow factory body specs.

1.        Doors may be fabricated with 22 gauge steel, aluminum, or fiberglass, formed to match stock doors.

2.        Body may be dropped no lower than if rubber grommet removed.

3.        Fenders may be trimmed for tire clearance only. Wheel well openings must match centerline of tires.  Tires must not extend outside of original bodyline.

4.        No wings, air dams, or spoilers allowed. Lower front air dam allowed, but no wider than the radiator.

5.        Outside rub rails, or nerf bars allowed.  Round material up to 1 ѕ OD, ends must be turned in, mounted between centerline of wheel and top of wheel.  No more than one (1) inch away from body.

6.        For cars non-adjustable rear spoiler not exceeding four (4) inches in height may be mounted no further rearward than the trailing edge of stock dimension trunk or hatch with latter in normal, closed position.  For pickups non-adjustable rear spoiler not exceeding eight (8) inches in height may be used, (six (6) inches must be clear Lexan).  No rudders, braces, wires or forward mounting brackets are allowed. Spoiler must be sufficiently rigid to prevent deflection at racing speeds. Rear spoiler may be painted or polished natural aluminum, recommend 3/16" clear Lexan. No decals or lettering on rear spoiler.

7.        Stock hood must close in original configuration. No holes, “bubbles” or scoops will be permitted. Hoods and deck lids will be removable and accessible for inspection. Hoods and deck lids must be on to start race.

8.        No spoilers, fins or air management devices allowed on roof, hood or trunk lid.

 

 

9.        Pick-up rear of cab may be no more than seventy-eight (78) inches back from center of lower ball joint No offset side-to-side or front-to-rear.

10.     Pick-up body may be gutted.  All original dimensions must be maintained.  Rocker panels and door jams must be as factory produced, un-altered.  Firewall must be maintained as factory un-cut, with all holes covered with at least 22 gauge welded steel.  Rear of cab must be stock from top to bottom.  Floor may be fabricated, but must be at least 22 gauge welded steel construction.

11.     Pick-up box may be gutted, and may be shortened to match wheelbase.  Box must retain factory dimensions and appearance.  Steel, aluminum, or fiberglass must cover entire top of pick-up box. Must have solid tailgate of factory dimensions.  A solid hinged door must be built on top and rear of box for access to fuel cell compartment.

 

C.   BODY PREPARATION (Interior) See diagram #1 and 2:

1.        Upholstery, sound deadening material, door panels, carpeting, rear seat, head liner and all other flammable materials must be removed.

2.        The floors must be complete in the driver’s compartment, and the floor must be made of magnetic steel not less than 22 gauge thickness.  The floor pan in the driver’s compartment, from the driver’s seat forward and up a minimum of six (6) inches in front of driver’s feet must be made of one (1) sheet of minimum 1/8” thick metal.  It may be either aluminum or steel.  Two (2) or more sheets put together to reach the minimum thickness will not be permitted.

3.        Firewalls must remain in stock location.  Firewall may be fabricated, but must be of at least 22-gauge steel (Will be measured)

4.        No holes may be left open in the firewall.  All holes must be covered, using a minimum 22 gage magnetic steel patch, welded or bolted in place.   Pop rivets will not be allowed.   A rear firewall must be installed between the driver’s compartment and the fuel tank area.    The rear firewall must be constructed using a minimum 22 gauge, magnetic steel, panel that completely seals the fuel tank area from the driver’s compartment.    The entire driver’s compartment must be sealed from the racetrack, engine compartment and the fuel tank area.

5.        No oil, transmission, or rear-end coolers allowed in driver’s compartment.

 

D. BALLAST WEIGHTS:

1.        Minimum weight for cars or pick-ups above 101” without modification 3,200 lbs.  101” cars, or cars in which leaf springs have been replaced with coil springs, and pick-ups with modification to frame 3,300 lbs. 

2.        Left side % - 101” cars, and cars with chassis modifications 55%.  Cars without modifications, pick-ups with modifications 56%.  Pick-ups without modifications 57%.

3.        Cars or Trucks with compression or domed piston engines left side percentage will be a maximum of 55%.   USE OF COMPRESSION OR DOMED PISTON ENGINES MUST BE APPROVED IN ADVANCE BY RACE DIRECTOR. Weight: Above 101 without modification 3300 lbs.  101s and cars with modifications will be 3400 lbs.     

4.        All weights must be in block form of no less than 5-lb. blocks

5.        All weights must be painted white with car number painted in contrasting color.

6.        Weight must be securely attached to main frame rail or major cross-member structure.

7.        NO “OUT RIGGER-TYPE” BALLAST WEIGHT BRACKETS.

 

E.      WINDSHIELDS - GLASS:

Windshield is mandatory. May be Lexan.  The windshield must have two (2), one (1) inch wide by 1/8 inch thick vertical magnetic steel straps installed, on the exterior of the windshield.  These straps must be bolted securely at the top and bottom of the windshield.  Pop rivets or sheet metal screws will not be allowed.

1.        All side glass to be removed.

2.        Lexan with two (2) straps in rear window permitted.

 

F. SEAT/SEAT BELTS:  

1.        Seat and seat belts must both mount to roll cage. 

2.        Lap belt and shoulder harness must be not less than three (3) inches wide. An anti-submarine belt (crotch belt) with metal to metal fasteners and quick release feature are mandatory. Mounting shall be to roll cage (not to floor panel) via quality hardware.

3.        Belts and harness must be less than 5 years old.

4.        Only custom manufactured aluminum seats, acceptable to Track Officials will be permitted.

 

G.WINDOW NET:   

A nylon ribbon-style window screen is mandatory. The ribs must be a minimum 3/4-inch material. Minimum window screen size will be 22 inches by 16 inches. Must release from top with seat belt type latches. Must be attached to the roll cage top and bottom.

 

H.     FIRE EXTINGUISHER:  

Fire Extinguisher: Dry charged 2 ѕ lb minimum, with quick release. No taping allowed. Metal mounting bracket mandatory. Must be within easy reach of driver. Should Be Fully Charged! Recommend on-board fire extinguisher system. Recommend extra 2 ѕ lb extinguisher in pit area.

 

I.       HELMETS:

1.        Racing helmets are mandatory. It is recommended that helmets meet the specifications set forth in the Federal Motor Vehicle Safety Standard Regulations or meet the specifications set forth by the American National Standards Institute, Inc.

2.        It is strongly recommended that all drivers record blood type and Rh factor plus any major medical allergies to adhesive tape label inside helmet. It is recommended for drivers to remove dentures while competing.

 

J.      GROUND CLEARANCE: 

Minimum ground clearance of all components will be four (4) inches, measured with driver in normal driving position.

1.        The engine ground clearance from the center of the crankshaft must be a minimum of ten (10) inches.

2.        A magnetic steel-jacking bolt (weight jack) located on top of each spring is the only height adjustment device that will be permitted.

3.        Mechanical devices for adjusting the car’s height, which can be activated by the driver, will not be permitted inside of the driver’s compartment.

 

K.     ENGINE: 

Maximum 358 C.I.D. for GM and Ford engines.  Maximum 365 C.I.D. for Chrysler engines.  Must remain Ford to Ford, GM to GM, etc.  Any cylinder shall not exceed a maximum of 11:1 compression.  Flat top pistons must be used.  No portion of the piston may protrude above the top of the block surface.  Stock cast iron blocks, and cylinder heads only. No porting or polishing or deburring of cylinder heads and or intake manifold. Three angle valve jobs are permitted. When cutting the valve seat angles, no stone or grinding marks are permitted above the bottom of the valve guide. Surfaces where the cutter or stone has touched must not be polished. Valve pocket line must be untouched and intact. No hand grinding or polishing is permitted on any part of the head.  MAXIMUM VALVE SIZE 202”.  Ford 351 cubic-inch Cleveland engine may use 2.04” intake valve. Engine must be mounted so that the centerline of the furthest forward spark plug hole is in line with the centerline of the ball joint. The engine, driveshaft and rear housing must be located so that the centerline of the drive train is within one (1) inch of the centerline of the tread width, of the car. The engine angle must be within standard stock position. No tilting or angling.

1.        No aluminum engine components.

2.        NO ROLLER ROCKER ARMS.  Roller tips allowed - Steel only.

3.        No roller or mushroom cams.

4.        No oversized or mushroom lifters.

5.        No angle-plug heads on Chevrolet.  All cylinder heads subject to approval.

6.        No magneto or crank-fire ignitions.

7.        No dry-sump oiling systems.  No external oil pump

8.        The World Products cast iron cylinder head for GM (part numbers 4350, 4360, 4250, 4260, 1120, and 1220), Fords (part numbers 5302, and 5303) is approved for use, subject all other applicable engine rules.

9.        Engines not conforming to these rules see WEIGHT (Section D). Cars or Trucks with compression or domed piston engines left side percentage will be a maximum of 55%.  USE OF COMPRESSION OR DOMED PISTON ENGINES MUST BE APPROVED IN ADVANCE BY RACE DIRECTOR.

 

L.     INTAKE MANIFOLDS:  

Aluminum intake manifolds will be permitted, dual plane manifold only will be permitted (GM and Ford  - Eldelbrock Performer or Performer RPM, Weiland Action Plus, Stealth, or Dart).  Only a Mr. Gasket carburetor adapter #1933 may be used to adapt the carburetor to the intake.  The adapter cannot be altered in any manner.  Only two (2) .050 paper gaskets may be used.  No other spacers or adapters allowed.

 

M.   EXHAUST MANIFOLDS/EXHAUST SYSTEM:

1.        The exhaust manifolds used will be optional.

2.        All race cars/trucks must be equipped with complete exhaust system, including mufflers.  The exhaust system must be in good working order with no leaks or openings between engine and mufflers.

3.        No race car/truck may exceed 96 Dba at 50 feet, or current Portland Speedway regulation. Readings will be taken while car/truck is moving on racetrack. THIS RULE IS STRICTLY ENFORCED.   Any car/truck exceeding these noise requirements at any time will not be allowed to compete until repairs are made.

N.     CARBURETOR:  

1.        The only approved carburetor will be the Holley 2 barrel, part # 07448 model #2300.  The only modifications allowed will be to remove the choke butterfly.  Call office for information on a discounted carburetor offering.

2.        Jets and power valves may be changed, but must be same type as original. 

3.        NO TAPERED BOOSTERS.

4.        Approved carburetor to be used only with a four barrel manifold.

5.        NO PLASTIC FUEL FILTERS.

6.        TWO (2) RETURN SPRINGS ARE REQUIRED.

 

 

 

O.     AIR CLEANER/ AIR CLEANER HOUSING:

1.        Air cleaners mandatory.

  1. Only a round metal air cleaner housing is permitted. No tubes, funnels, or any other device which may control the flow of air is permitted inside of the air cleaner or between the air cleaner and the carburetor.

 

P.     ALTERNATOR:

If used, the alternator must mount in the stock location on the front of the engine.

 

Q. BATTERY:

If battery is in drivers’ compartment or near fuel tank, it must be securely bolted down and encased in a suitable covered plastic box.

 

R.     RADIATOR:

1.        Aluminum radiators will be permitted.

2.        All cars MUST have at least one (1) gallon overflow radiator can.

3.        Water only will be permitted for cooling of the engine.    (NO ANTI-FREEZE)

 

S.     CLUTCH/TRANSMISSION:

1.        Manual or automatic transmissions will be allowed.

2.        Transmission must bolt up to engine without the use of an adaptor plate

3.        All transmissions must have a working reverse.

4.        All cars must run a scatter shield around clutch and converter.

5.        Multiple disc clutches will be permitted.  The disc clutch housing assembly or cover must be made from aluminum or steel. Only magnetic steel disc and pressure plates will be permitted. 

6.        Any steel or aluminum flywheel will be permitted.

7.        Quick change, or five (5)-speed transmissions will NOT be permitted.

 

T.     DRIVE SHAFT:

1.        The drive shaft, universal joints, and yokes must be magnetic steel and must be similar in design to the standard production type.

2.        The drive shaft must be painted white.

3.        Two (2) 360-degree loops must be located within twelve (12) inches of both ends of the drive shaft. Recommend 1/4" x 1" mild steel flat bar for loops, and must be of sufficient strength to contain drive shaft.

 

U.     REAR ENDS:

Stock type to mount with stock mounting brackets. Floater type optional.  Quick-change rear axle housing will NOT be permitted.

1.        No aluminum components.

2.        No cambered rear axle housings permitted.

3.        Rear-end housing must be mounted in same manner as make and model of car. All brackets must be welded, not bolted, to rear-end housing.

4.        Only metal drive plates are permitted and drive plates must be one piece with a single internal spline. Grease fittings are not permitted on drive plates or axle caps.

5.        3rd link can be adjustable with Heim joints.  A rubber mount or spring is allowed. No shock allowed on 3rd link.

6.        REAR-END MAY BE LOCKED UP BY USE OF A SPOOL, MINI-SPOOL, OR WELDING.  NO RATCHET-TYPE OR LIMITED-SLIP-TYPE REAR-ENDS ALLOWED!

 

V.     FRAMES:

Stock frames will remain GM to GM, Ford to Ford, etc.  Converted Pick-up Trucks may be exempted, subject to prior approval of Portland Speedway Officials.

1.        Wheelbase will be stock for year and model of body. Wheelbase allowed: 101" – 115”

2.        Tying of unibody type car frames together with rectangular tubing permitted. Front clip must remain stock. The only alteration allowed will be for minimum fuel pump clearance.

3.        Cars with front clip modifications more than fuel pump clearances, will carry a fifty (50) pound weight penalty up front.

4.        No frames under unibody cars.

5.        Rear Clips must remain like stock (2” x 3” tubing).  

 

W.   SUSPENSION/SHOCK ABSORBERS:

Maximum tread-width will be seventy eight (78) inches measured on outside of tire at spindle height (and as raced).

1.        Lower control arm mounting points must not be altered or moved.   Lower control arms must remain stock, and measure same length on both sides.

2.        Upper control arm mounts may be altered or moved.  Aftermarket upper control arms may be used as stock components.

3.        Front anti-sway bar must be solid OEM type bar (may be adjustable).  Must use factory-style springs for car year and model.  Springs must remain in factory stock location.  NO overload springs.

4.        Tie-rod ends and arm may be replaced with after market parts, (Heim joints may be used).

5.        NO after-market front hubs.  Heavy duty magnetic steel spindles must be used 

6.        Shocks must be steel body.  One shock per wheel, maximum four (4) shocks.  NO coil-overs, NO reservoir shocks, NO adjustable shocks. No external adjustment valves or devices.

7.        Metal knuckle joint on steering column by steering box mandatory.

8.        Steel weight jacks allowed in all cars.  (One Per Wheel).

9.        Leaf springs to be mounted in factory stock location.  Must mount with through-bolts on front and rear.  No fiberglass springs allowed.  Top of rear coil spring buckets must be solidly welded.

10.     Rear leaf springs may be replaced with a minimum OEM-type coil springs.  Subject to all other spring rules.  Rear coils no lower than one (1) inch below rear-end housing.  Rear-end lower trailing arms must be OEM-type.

11.     Pan-hard bars allowed. Must use a through-bolt for mounting on both ends.  Heim joints allowed on pan-hard bar.

12.     No Rack & Pinion will be allowed.

 

X. BRAKES:

1.        The car brake components must be acceptable to Track Officials

2.        All four (4) brakes - one at each wheel - will be in working order and must be able to slide car. Must be solid mount (no free-float).

3.        Only magnetic cast-iron or cast-steel rotors will be permitted.  

4.        Master cylinder(s) and reservoir(s) must be mounted on the engine side of the firewall. 

5.        Brake pressure proportion systems, will be permitted inside the driver’s compartment.  Electrical sensors or brake actuators will NOT be permitted.

 

Y.     ROLL CAGE:

  1. Complete roll cages are mandatory, and must be approved by the Track Officials.
  2. Bars shall be made of material not less than 1 3/4" O.D. magnetic steel with at least .090 wall thickness. No aluminum, galvanized, or other soft metals will be allowed. Only approved roll cages will be permitted. For unitized bodies: cage must be attached to 6-inch square plates; minimum 3/16" thickness. Recommend fish-plated to plates with the same specs, with four bolts of 3/8" minimum diameter must be used to attach the plates. Door bars must be tied together vertically in center.
  3. You must have a minimum of four (4) door bars on each side of car. Left side door bars must curve out to within one (1) inch of door skin. Door bars must be tied to frame at center. An upright brace between each door bar shall be welded into place. Right side bars may run straight between hoops instead of curving out to bodyline. Bars must be of same material as roll cage and similarly gusseted. Ten (10) gauge steel plate covering lower half of left side door bars, solidly welded into place, is required.
  4. Wing window bars required and must be constructed of minimum 1-3/4” O.D., .090 steel tubing.
  5. ROLL CAGE MEMBERS MUST CLOSELY FOLLOW OPENING CONTOUR OF WINDOWS ON BOTH SIDES AND WINDSHIELD.

  6. All bars that can be reached by driver, as well as steering hub, should be padded with resilient material.


 


Z.     FUEL PUMP:

Stock fuel pump only and must be located at the engine. No electric fuel pumps!

 

 

AA. FUEL/FUEL CELL:

Gasoline only as a fuel. No additives. No nitrous oxide. No alcohol. No exotic fuels. Fuel specifications are as follows:

1.        Portland Speedway reserves the right to require all cars to use the same brand of gasoline.

2.        Fuel tanks must be built of steel. Recommend minimum 3/16" steel construction. Ten (10)-gallon maximum. Subject to Tech approval.

3.        Fuel cell strongly recommended.  Twenty-two (22) gallon maximum. Must be fully encased in a minimum 22-gauge steel box.

4.        Fuel tanks/cells will be mounted equal distance between the frame rails, and as far forward as possible. Fuel tank/cell protection bar required.

5.        Check valve mandatory.

6.        Firewalls will be no less than 22-gauge welded steel (no aluminum) and will be completely sealed to afford complete protection from punctured fuel tanks.

7.        Fuel tank/cell will have a clearance of ten (10) inches.

 

BB.   WHEELS:

1.        No bleeder valves allowed.

2.        The approved wheels for the 2001 racing season will be no more than a ten (10) inch wide magnetic steel wheel.

3.        No outside, clamp-on wheel weights allowed.

4.        No bead-lock rims allowed.

 

CC. TIRES:

Only Portland Speedway approved tires permitted. Except for designated events, no more than one new tire per car per race meet shall be allowed. Tire must be used same day as purchased. The above tire rule shall be administered as follows:

1.        Approved tire: American Racer Economy 10 inch slick. Can be new or used

2.        All tires shall be purchased through the designated dealer (A-n-T/Trackside in Portland).

3.        Tires shall be registered to drivers by means of a numbering system. It shall be the responsibility of each competitor to ensure that their tires have been properly registered with the dealer and the designated track official.

4.        Any unregistered or improperly registered tire shall be considered illegal.

5.        Tires that have been altered by unauthorized treatment (e.g., shaving, siping, chemical soaking, etc.) will not be permitted. Severe penalty for non-compliance.

6.        Grooving of tires will NOT be allowed.

7.       Tires must durometer 50 at all times.

 

DD. CLOTHING:

It is strongly recommended that at all times drivers wear driving suits, gloves and shoes of fire resistant material that effectively covers the body. (Strongly recommend fire retardant suit and undergarments).

 

EE. GENERAL RULES:

1.        NO REAR VIEW MIRRORS ALLOWED.

2.        No radios or other two-way communication devices allowed.

3.        All cars must have four (4) tow loops, one on each corner of car.

4.        No onboard computers, record-keeping devices or writing permitted.

5.        No traction control devices of any type allowed!

6.        All gauges must be analog-type.  NO DIGITAL!

7.        Bumper straps mandatory, front and rear (bumper to body). Must be twenty (20) gauge material and minimum four (4) inch width, bolted or welded in place.

8.        Protest and other official rulings will be handled through the current NASCAR Rule Book, and Portland Speedway General Racing Rules.

 

FF.  ENGINE PROTEST:

Engine protest will be handled as written in the current NASCAR Rule Book.

 

We expect all participants to take pride in being part of our presentation, entertainment and racing. Racing entertainment is what we sell to the public, and we will not tolerate anything that detracts from a professional presentation.  Cars or Trucks, in the opinion of the management, that detract from the show by their appearance will be denied entry and/or the ability to race until they are made acceptable to the Portland Speedway Track Officials.

 

All Rules Are Subject To Interpretation of the Portland Speedway Track Officials. Any Equipment that Officials consider exotic or not in the intent of the Rules will be considered ineligible for Competition. In the Interest of Fairness, the Rules may be adjusted to create a balance in Competition.

THE TRACK RESERVES THE RIGHT TO INSPECT CARS AT ANY TIME AND TO IMPOUND ANY & ALL ILLEGAL EQUIPMENT.

NOTICE: All cars are permitted only after a thorough technical inspection staff track and in perfect condition-level security.
