2001 STREET STOCK RULES

 

    THIS IS A CLAIMER DIVISION, RACING ON THE THIRD-MILE CLAY OVAL

 

DISCLAIMER:

The rules and/or regulations set forth herein are designed to provide for the orderly conduct of racing events and to establish minimum acceptable requirements for such events. These rules shall govern the condition of all events, and by participating in these events, all participants are deemed to have complied with these rules.

 

NO EXPRESS OR IMPLIED WARRANTY SHALL RESULT FROM PUBLICATION OF, OR COMPLIANCE WITH, THESE RULES AND/OR REGULATIONS

 

The Portland Speedway Race Director shall be empowered to permit minor deviations from any of the Specifications herein or impose any further restrictions that, In the judgment of the Race Director, do not alter the minimum acceptable requirements.

 

Interpretation and Application - If there is a disagreement or dispute regarding the meaning or application of the Portland Speedway Street Stock Division rules, the interpretation and application by the Portland Speedway Officials shall prevail.

 

Finality of interpretation and application - The interpretation and application of the Portland Speedway Street Stock Division rules by the Portland Speedway Officials shall be final and non-appealable.

 

DRIVERS:

Drivers must be NASCAR Members 16 years or older, and registered as a Portland Speedway Driver.   Drivers and crew-members 16 thru 18 must present a notarized Minors Release, for the current calendar year, before they will be allowed into the Pit Area.  Drivers must read and sign Portland Speedway “General & Racing Rules”.

 

NUMBERS:   

Portland Speedway numbers will be assigned with paid license application.   Contact the Portland Speedway Office for your racing number.

1.        A minimum 8” high white number is required on the upper right side of the windshield.

2.        A minimum 24” high, 3” stroke numbers is required on both doors (and only the door area).

3.        A minimum 30” high, 3” stroke number is required on the top of the car – facing the outside (or right side of the car).

4.        Driver’s actual first and last name must be lettered in 3” minimum letters on both sides of the roof and must be current.

5.        No Metallic or reflective numbers allowed.

6.        All numbers must be legible with paint schemes approved by Track Officials.

 

A.    ELIGIBLE MODELS:

The Street Stock Racing Division is open to any American-made steel-bodied cars or pickups, 1955 model year and newer.   Convertibles, station wagons, four (4) wheel drive, rear engine or sports models will not be permitted.   Cars / Trucks must remain neat in appearance.   This rule will be strictly enforced.

 

B.     BODY PREPARATION (Exterior):

1.        All glass must be removed from the body with the exception of the windshield.  The windshield must have two (2), one (1) inch wide by 1/8 inch thick, vertical magnetic steel straps installed on the exterior of the windshield.  These straps must be bolted securely both at the top and bottom of the windshield.   Pop rivets or sheet metal screws will not be allowed.

2.        Headlights, taillights, side marker lights and light bulbs must be removed.

3.        Chrome moldings, ornaments, door handles and all other trim parts must be removed

4.        Hood, deck lid, doors, roof and all other body components must remain intact.  No scoops, bubbles, or holes in hood.  Doors must be welded securely shut.

5.        Wheel well openings may be enlarged for tire clearance.  Excessive enlargement will not be allowed.

6.        Front inner fender panels may be removed.

7.        Rear inner fender panels must be in place.  Cutting of rear inner fender panels will not be allowed.

8.        Front inner door panels may be removed for door bar installation ONLY.

9.        The center of the trunk floor may be removed for fuel tank installation only.  Excessive cutting of the trunk floor will not be allowed.

10.     Rub rails allowed, but may only be constructed no larger than 1 ѕ” round tubing, must be mounted within 1” of body with ends turned into body.   They must be mounted no lower than center of wheel, and no higher than the top of the wheel.

C.     BODY PREPARATION (Interior):

1.        Upholstery, sound deadening material, door panels, carpeting, rear seat, head liner and all other flammable materials must be removed.

2.        Full factory floorboards must remain in place with no alterations.

3.        Full factory magnetic steel front firewall must remain in the stock position for the model vehicle being used.  No Holes may be left open in the firewall.   All holes must be covered, using a minimum 22 gage magnetic steel patch, welded or bolted in place.   Pop rivets will not be allowed.   A rear firewall must be installed between the driver’s compartment and the fuel tank area.    The rear firewall must be constructed using a minimum 22 gage, magnetic steel, panel that completely seals the fuel tank area from the driver’s compartment.    The entire driver’s compartment must be sealed from the racetrack, engine compartment and the fuel tank area.

 

D.    SEAT/SEAT BELTS:

1.        The Seat must mount to the roll cage and cannot be located any farther to the rear than with the seat back in line with the “B” post.  Seat may not attach to the floor pan. Aluminum racing seat recommended.

2.        All seat mounting bolts must have large washers installed on both sides of the mounts.   All seat installations must be acceptable to Portland Speedway Officials.

3.        Lap belt and shoulder harness must be not less than three (3) inches wide. An anti-submarine belt (crotch belt) with metal-to-metal fasteners and quick release feature are mandatory. Mounting shall be to roll cage (not to floor panel) via quality hardware.

4.        Any point where a belt passes over or near a sharp area it must be protected by a rubber grommet to help prevent cutting of the belt.

5.        Seat belts must be dated by the manufacturer and must not be used beyond five (5) years after the manufacture date.

6.        All lap belt, shoulder harness and center belt installations must be acceptable to Portland Speedway Officials.

 

E.      WINDOW NET:

A nylon ribbon-style window screen must be installed in the left window opening.    The ribs must be constructed using one (1) inch wide material with a minimum one (1) inch square opening between ribs.    The minimum size for the window screen will be 22 inches by 16 inches.   The window screen must attach solidly to the top door bar of the roll cage and release from the top with seat belt type latches.

 

F.      FIRE EXTINGUISHER:

Fire Extinguisher: Dry charged 2 ѕ lb minimum, with quick release. No taping allowed. Metal mounting bracket mandatory. Must be within easy reach of driver. Should Be Fully Charged! Recommend on-board fire extinguisher system. Recommend extra 2 ѕ lb. extinguisher in pit area.

 

G.     HELMETS:

1.        Racing helmets are mandatory.   It is recommended that helmets meet the specifications set forth in the Federal Motor Vehicle Safety Standard Regulations or meet the specifications set forth by the American National Standards Institute Inc.

2.        It is strongly recommended that all drivers record blood type, Rh factor and any allergies to an adhesive label inside the driver’s helmet.  It is also recommended for drivers to remove their dentures while competing in an event.

 

H.     GROUND CLEARANCE / BALLAST WEIGHTS:

Minimum ground clearance of all components will be six (6) inches measured with driver in normal driving position.

1.        Fuel tank or cell will have a minimum clearance of ten (10) inches.

2.        Minimum weight for cars or pick-ups 3,300 pounds, with driver.   Left side percentage of 55%.

3.        All weights must be in block form of no less than 5-lbs blocks (no pellets).

4.        All weights must be painted white with car number painted in contrasting color.

5.        Weights must securely attached to mainframe rail or major cross member structure.

6.        NO “OUT RIGGER-TYPE” BALLAST WEIGHT BRACKETS.

 

I.       ENGINE:

Engines must remain make to make.   Engines may not be switched from make to make, i.e. Ford to Ford, Chevrolet to Chevrolet, etc.  Production engine must match make and model available for year of car or truck.

1.        Aluminum cylinder heads are not permitted.

2.        Porting, Polishing or deburring of cylinder heads is not permitted.

3.        Solid lift, or hydraulic cams will be permitted. NO roller cams will be permitted.

4.        Roller or Roller tip rocker arms will not be permitted.

5.        Gear drives, unless stock production for model engine used, are not permitted.

6.        GM Vortec heads will not be allowed in this division.

7.        Only stock appearing oil pans will be permitted. (No offsets)

 

 

 

J.      INTAKE MANIFOLD:

                Stock cast iron two (2) barrel intake manifold only.

 

K.    EXHAUST MANIFOLDS / EXHAUST SYSTEM:

1.        Cast iron exhaust manifolds must be for make and model engine used.  

2.        High performance, (Chevrolet ram horns, Brzezinski, etc.) cast iron exhaust manifolds will not be permitted.

3.        No tube headers will be permitted.

4.        All Race Cars/Trucks must be equipped with a complete exhaust system including mufflers.   The exhaust system must be in good working order with no leaks between the engine and the mufflers.

5.        No Race Car/Truck may exceed ninety-four (94) decibels at fifty (50) feet or current Portland Speedway Regulation.  Reading will be taken while Car/Truck is moving on the racetrack.   This rule is strictly enforced.  Any Car/Truck exceeding these noise requirements at any time will not be allowed to compete until repairs are made.

    

L.     CARBURETOR:

One (1), Two (2) barrel, carburetor will be permitted.   The carburetor must be stock for the make of engine used.   No adapters will be permitted.

 

M.   AIR CLEANER / AIR CLEANER HOUSING:

1.        Air cleaner must be installed at all times the car/truck is on the racetrack.

2.        A stock production or a round metal air cleaner housing will be permitted.   After market air cleaner housing will be permitted.

3.        If an after market air filter housing is used a maximum lip of one (1) inch will be permitted outside the air filter element and a six (6) inch area may be closed in the front of the air filter housing to protect the air filter

4.        Tubes, funnels or and other directional devices which control the flow of air inside or outside the air cleaner element will NOT be permitted.

5.        Ram air or cowl air induction will NOT be permitted.

 

N.    ALTERNATOR:

If used, the alternator must mount in the stock location on the front of the engine.

 

O.     IGNITION SYSTEM:

1.            OEM-type ignition system only will be permitted.

2.            Ignition amplifiers (MSD, etc) will not be allowed.

3.            Rev limiters will not be permitted.

4.            No electrical memory chips, on-board computers, or micro-controllers will be allowed.

 

P.     MOTOR MOUNTS:

Only factory stock rubber motor mounts for the Car/Truck model being used will be permitted. The motor mounts must mount to frame and the engine in the factory location.   Left side of engine may be chained down for strength.

 

Q.     RADIATOR:

1.        Radiator must mount in stock location for the Car/Truck being used.   

2.        Aluminum radiators will not be permitted.

3.        A one (1) gallon catch can, must be installed at the end of the overflow tube.

4.        Water only will be permitted for cooling of the engine.    (NO ANTI-FREEZE).

 

R.     CLUTCH / TRANSMISSION:

1.        Multi-disk clutches will NOT be permitted.

2.        Manual or automatic transmissions stock to year and make of Car/Truck will be allowed.

3.        Transmission must bolt to the engine without the use of an adapter plate.

4.        All transmissions must have a working reverse gear.

5.        If an automatic transmission is used it must have a working torque converter.

 

S.     DRIVE SHAFT:

The drive shaft must be magnetic steel, painted white and must have two 360-degree loops within 12 inches of each end of the drive shaft.   Drive shaft loops must be constructed using one (1) inch wide by 1/4 inch thick magnetic steel.   These drive shaft loops must be installed in such a manner to contain a drive shaft in the event of failure.

   

T.    REAR AXLE HOUSING:

Stock type rear axle housings will be permitted.  Rear end must be mounted with stock mountings.  Floater type, Quick-change rear axle housings will not be permitted.  Cambered rear axle housings will not be permitted.

 

 

U.    FRAMES:

1.        Frame must be stock to the year, make and model Car/Truck being used.

2.        Wheel base allowed; 101” – 115” (stock to year and make).  

 

V.      SUSPENSION / SHOCK ABSORBERS:

 1.    Maximum tread width will be seventy-eight (78) inches measured on outside of tire at spindle height (and as raced).

2.     All suspension components (control-arms, spindles, ball joints, tie rod ends, sway bars, etc.) Must be stock for make and model Car/Truck being used.

3.        Springs must be OEM type.

4          Adjustable spring spacers or coil spring weight jacks will not be permitted.

5          Only one (1) steel bodied shock absorber per wheel, mounted in the factory stock location will be permitted.

6          Racing type shocks, or shocks with absorber oil reservoirs will not be permitted.

7          Adjustable shock absorbers will not be permitted.

 

W.   BRAKES:

Brakes must be foot operated using a stock mounted pedal and master cylinder.    All four (4) brakes must be in good working order and must be able to slide the wheels.  

1.        Front to rear brake bias may be driver adjusted using a single in-line hydraulic proportioning valve.  

2.        Floating caliper and rotor assemblies will NOT be permitted.

3.        Only magnetic cast iron or cast steel rotors and calipers will be permitted. 

 

X.     ROLL CAGE:

1.        A complete roll cage must be installed.

2.        All construction and installations must be acceptable to the Portland Speedway Race Director.

3.        All roll bars must be constructed using 1-3/4 minimum OD by 0.090 inch thick magnetic steel tubing.   Galvanized steel tubing will not be permitted.

4.        Cars with unitized bodies must attach the roll cage to minimum six (6) inch by 3/16 inch thick square plates, fish-plated to plates of the same thickness, and bolted with a minimum of four (4) 3/8 inch diameter high quality bolts to attach the plates.

5.        There must be a minimum of three (3) door bars on the left side of the car/ truck and a minimum of two (2) door bars on the right side.   These door bars must curve out to follow the contour of the door skin to with in one (1) inch on the left side but may run straight on the right side.   The door bars must be tied to the frame in the center.   An upright brace must be welded between each door bar.    All welded joints must have welded gussets installed.  

6.        A 10 gauge magnetic steel plate covering the lower half of the left side door bars, solidly welded in place, must be installed.

7.        Wing window support bars are required.

8.        Roll cage “halo” bars must follow the contours of the roof, door tops and window openings to within one (1) inch. 

9.        Bars that may be reached by the driver, as well as the steering hub, must be padded with approved resilient material.

10.     A foot protection bar must be installed on the left side of the roll cage assembly.   (See Diagram of roll cage below)

11.     Front hoop must be behind grill.


 


 

 

 

 

 

 

 


Y. FUEL:

1.        Automotive gasoline only will be permitted

2.        The gasoline shall comply with ASTM D 4814 entitled “Standard Specification for Automotive Spark-ignition Engine Fuel”, except limited to liquid hydrocarbons only.   Class A, B, C, D, or E, but without regard to geographical or seasonal limitation.     

3.        Blending of the gasoline with alcohols, ethers, or other oxygenates will not be permitted.  Blending of gasoline with aniline or its derivatives, nitro compounds, or other nitrogen containing compounds will not be permitted.   

4.        Portland Speedway reserves the right to require all cars/trucks to use the same brand of gasoline.

 

Z.     FUEL PUMPS:

Fuel pumps must be stock for the make and model car/truck being used and must be mounted on the engine in the stock location.   Electric fuel pumps will not be permitted.   Plastic fuel filters will not be permitted.

 

AA.   FUEL TANKS / FUEL CELLS:

1.        Stock fuel tanks are not permitted and must be removed from the car/truck being used.

2.        Fuel cells are strongly recommended.  

3.        Fuel cell must be encased in a 22 gauge magnetic steel container.

4.        If a fuel cell is not used the fuel tank must be constructed using 3/16 inch magnetic steel.   The tank cannot exceed 10 gallons in size.  

5.        Fuel vent line check valve must be installed.

6.        Minimum ground clearance requirements will be ten (10) inches for all fuel cells/tanks.

7.        Fuel cells/tanks will be mounted equal distance between the frame rails, and as far forward as possible. Fuel cell/tank lower protection bar required.

8.        Portland Speedway Officials must approve installation and construction of all fuel tanks and their components.

 

BB.  WHEELS / WHEEL SPACERS:

1.        The approved wheels for the 2001 racing season will be no more than a ten (10) inch wide magnetic steel wheel.

2.        Wheel studs must be a minimum Ѕ inch diameter and must be long enough to pass completely through the wheel lug nuts with the wheels installed.

3.        Wheel spacers not to exceed Ѕ inch in thickness per wheel will be allowed.   Wheel spacers must be the same configuration as the mounting surface of the wheel.

4.        Bleeder valves will NOT be permitted.

5.        No bead-lock rims allowed.   

 

CC. TIRES:

Only Portland Speedway approved tires will be permitted  

1.        Racing  slicks ONLY. MUST BE USED TAKE-OFF.  Tires must be marked as ten (10) inches wide and economy.

2.        Tires that have been altered by unauthorized treatment, (shaving, sipping, chemical soaking, etc), will NOT be permitted.

3.        Grooving of tires will NOT be allowed.

4.        Outside clamp on wheel weights will NOT be permitted.

5.        Tires can be purchased though the Portland Speedway designated tire dealer (A-n-T Trackside in Portland).

6.        American Racer may be the only approved tire in 2002.

7.     Tires must durometer 50 at all times.

 

DD. CLOTHING:  

It is highly recommended that, at all times, the driver wear a driving suit and gloves of fire resistant material that effectively covers the body.   Fire resistant undergarments are also highly recommended.

 

EE.  GENERAL:

1.        NO REAR VIEW MIRRORS ALLOWED.

2.        No radios or other two-way communication devices allowed.

3.        Ride heights, wheels, tires, etc. may be checked after qualifying.   Any infractions may disallow qualifying times.

4.        All Cars/Trucks must have four (4) tow hooks installed, one on each corner of the vehicle.

5.        The battery may be relocated.   If the battery is relocated to the driver’s compartment it must be encased in a leak proof container and bolted securely to the floor.  Bungie cords or seat belt tie downs will not be allowed to secure the battery box to the floor.

6.        Marine-type heavy-duty master electrical on / off switch must be installed within easy access from outside the Car/Truck.

7.        All gauges must be of the analog-type.   Digital gauges will not be allowed.

8.        Protests and other official rulings will be handled in accordance with the current NASCAR Rule Book, and Portland Speedway General Racing Rules.

FF.    CLAIMS:

1.       Claim Amounts -

A.      Engine block, heads (with valve train), oil pan, intake manifold.          $   800.00

B.       Carburetor                                                                                                      $    75.00

C.       Intake Manifold                                                                                             $    50.00

D.      All four (4) shock absorbers                                                                       $    80.00

E.       Exhaust system complete.   (Exhaust manifolds to tail pipes)                $   200.00

2.     The first five (5) finishers in a main event are subject to be claimed by any driver finishing sixth or lower.  Claiming drivers must be running on the same lap as the fifth place finisher.

3.        The driver with the highest finishing position has priority if two (2) or more claims are received for the same part(s).

4.        Each driver is allowed to make only one (1) claim per event.

5.        Any driver wishing to make a claim must drive his/her vehicle to the claiming area.    Drivers and Portland Speedway Officials only will be allowed in the claiming area.

6.        Only an eligible driver can make a claim on parts.   Only the claimed driver can accept or refuse a claim.

7.        All parts being claimed must be removed at the racetrack.   Claims must be made within fifteen minutes of the completion of the race.   All claimed parts must be removed within one (1) hour after the program ends.

8.        Anyone attempting to sabotage an engine that is subject to being claimed or swapped will be subject to fines, penalty, disqualification or all of the above.

9.        The first decision to sell or not is binding.

10.     First refusal to sell will result in the loss of all Track points for the season and will also result in a driver being suspended from all NASCAR events for 21 calendar days from the date of refusal or until a $1,000.00 cash fine is paid to the Portland Speedway Race Director.   The second refusal to sell will result in the driver being suspended from all, NASCAR events for 30 Calendar Days from the date of refusal or until $1,500.00 cash fine is paid to the Portland Speedway Race Director.   Any driver refusing to sell parts when claimed within the rules, regardless of his/her reinstatement with NASCAR, loses his/her right to claim any NASCAR driver’s parts for twelve calendar months from the date of refusal to sell.   

11.     Any driver found claiming parts for anyone but themselves is subject to fines, penalties, disqualification or all of the above.

12.     All claims must be made to a Portland Speedway Official that is at the claiming area, within the allotted time.

13.     No driver may make more than two (2) claims in one (1) racing season.

14.     No one (1) driver may claim any other one (1) driver more than once during the current calendar year.

15.     Any driver allowing his/her pit crew or family members to get involved in any way during a claim is subject to fines, penalty, disqualification or all of the above.

16.     Portland Speedway reserves the right to claim a complete race Car/Truck for $1,500.00 (U.S. funds only) at any time.

 

By racing a Street Stock car or truck at Portland Speedway a driver signifies his or her agreement to abide by these rules as specified above.   Portland Speedway reserves the right to claim any of the above components at any time.   Rule infractions do not constitute exemption from claim rules.

 

We expect all participants to take pride in being part of our presentation, entertainment and racing.  Racing entertainment is what we sell to the public and we will not tolerate anything that detracts from a professional presentation.   Cars/Trucks, in the opinion of the management, that detract from the show by their appearance will be denied entry and/or the ability to race until they are acceptable to Portland Speedway Officials.

 

All rules are subject to interpretation of the Portland Speedway Officials.   Any equipment that officials consider exotic or not in the context of the rules will be considered ineligible for competition.   In the interest of fairness, the rules may be adjusted to create a balance in competition.

 

The Track Reserves The Right To Inspect Cars / Trucks At Any Time And To Impound Any And All Unapproved Equipment.
